It was late August 1999 when Hatteras Island was struck by Hurricane Dennis, being only a category 1 storm it managed to wreak havoc as it made landfall on the coast. A few days later it spun back out into the atlantic where it looped around and came back for “seconds”
The residents of the island were under water for more than a week. The pelicans could not feed in the ocean as they normally do, so they foraged the streets and camped out in backyards searching for morsels of food preferably in the form of fish, unlike marlins they will not eat white slice. As a result Lil’ Billican came to life, pulling his skiff out Billican decided to oar highway 12 where he could retrieve all the jumping mullet the little boat could handle. Lil’ Billican and his family would feast until the storm passed.
